That's a hoax. The pictures are real and were taken by shark researchers. Sharks can get sort-of-hypnotized when their snouts are touched, and the researchers sometimes do this to sharks for the amusement of tourists.
I think that it's an adaptation for avoiding running into large objects, like a reef or a whale.
